Review Legislation and Financial Costing of Industrial Wast
1- this request for Expression of interest (EOIs) follows the General Procurement Notice for this project that appeared in UN Development Business Ref.No.AFDB367-05/14 on May 27th, 2014.
2- The Egypt National Cleaner Production Center (ENCPC), operating under the Council of Innovation and Technology Transfer – Ministry of Trade and Industry – Egypt has received a grand for USD 2.000.000$ from the Middle East and North Africa Transition Fund, Through the African Development Bank, to finance the project entitled:“Green Growth: Industrial Waste Management and SME Entrepreneurship Hub in Egypt” The ENCPC Intends to apply part of this grant to eligible payments under the contract for consultancy firm services for “REVIEW LEGISLATION AND FINANCIAL COSTING OF INDUSTRIAL WASTE “
3- the purpose of this assignment is to prepare two chapters of the “Executive Regulations” of the new “Egyptian waste management law”, on industrial waste and hazardous (non-medical) waste, include consultation with stakeholders, including the waste management regulatory authority (WMRA) and the ENCPC. Main activities including: (i) review best practices of executive regulations related to industrial & hazardous (non-medical) waste to be used for guidance; (ii) obtain feedback from public and private stakeholders on proposal; (iii) conduct public consultation session and finalize recommendation of technical, operational and legal issues.
4- The ENCPC invites eligible consultancy firms to indicate their interest in providing the services.
Interested firms must provide a statement of capability and experience indicating that they are qualified to perform the services
The firm should be able to demonstrate evidence of previous projects it has executed in environmental-related waste regulations and industrial waste and hazardous waste management. The team-leader should have at least 20 years’ experience while each of the policy, legal, industrial waste management and the hazardous waste management experts should have at least 15 years of relevant experience, including in health, safety and environmental standards.
Knowledge of the Egyptian context will be given priority.
5- A short list of six consulting firms/consortia will be compiled in accordance with the procedures set out in the African Development Bank’s “Rules and Procedures for the Use of Consultants date May 2008 and revised July 2012, using Consultants’ Qualifications Selection Method (CQS)”
